Unlike US where rape is hardly heard of, it is somehow rampant in some other countries for instance Nigeria. I will use Nigeria as my example because i will like to use practical example of people i have heard from and seen. Some years back, i happen to a participant of a youth program and a tv presenter on issues concerning youth and children. We got a topic up on RAPE due to the consistent report on the issue then and here are the reasons people gave for rape when they called into the studio:
" most of them wear short and seductive clothes, the girls expose their body thus attracting rape, those victims asked for it by the way they dress " and so on.
What i am concerned about here is this, do dress code actually have link with rape, is it true that the way we ladies dress is and could be seductive and what are we expected to dress. I will also not seize to ask if men have lost their sense of control. what can the government do to prevent the wide spread of rape in a society where such act is already existing?

Rape is not unheard of in the US. I think I've seen estimates that 1 in 4 women will be raped at some point in her life. That's hardly unheard of. It's not rampant like you claim it is in other countries, but it isn't unheard of.
As far as the dress code, I don't think that has a lot to do with rape. At least, not in the US. Perhaps in countries where a little skin is stimulating it is, but not here. Rape is primarily about control, not about sex.

Actually i am in support of the fact that rape is about control. can u imagine places such as the mislim dominated countries and yet high rate of rape? but....... to say its even high in the US, is alarming despite the punishement accrued to such act. but i just feel the per[etrators of this act are mare animals where ever they are.
The overwhelming majority of rapists do not get prosecuted in the US for their crimes. And when I say overwhelming, I mean like 99% of rapists don't get prosecuted for that crime. That's one of the reasons, I think, rape is such a problem here. People don't get punished, and a good portion of the offenders are repeat offenders. If we punished them right the first time, just think of how many crimes we could prevent...

Those are excuses that try to explain and justify why the rapist committed the crime. There are plenty of rapes that happen in the middle east where the women do not wear provokative cloths.
I also need to point out that the rate of rape in the U.S. is scary high. I used to always hear 1 in 4 girls was raped, and now I think it may have been updated to 1 in 3, but don't quote me on that because it might not be correct.
I don't personally believe a dress code (or a lack of a dress code) could account for rape figures.

Mind Control is Easier Than You Think
Please, tell me you're not serious. Rape isn't about sex. It's more about power. Granted, if a rapist has a choice between an attractive woman and an ugly one, he'd probably go with the more attractive one. But still, as someone who goes to a school with a strict dress code, I can say that this is completely erroneous from personal experience.
No offense, but Africa's a screwed up continent. I'm not trying to sound racist. I'm not racist at all. The point is that they have gone through fascist dictator after fascist dictator (especially Uganda, specifically Idi Amin). Their economy's more fucked than the rest of the world's. Some countries are better off than others (I've heard from people who live in South Africa that it's actually pretty good there), but all in all, Africa is in this case a terrible example to point to in comparison with the rest of the world. I'm not claiming to be an expert in Africa, and maybe there's an expert here who can correct me, but this is what I've known, or at least what I think I know. ^.^
Skimpy dresscodes are obviously stupid. But most dresscodes aren't like that. In fact, most are the opposite: they are there to limit the amount of skin shown by students and faculty. And as I previously stated, rape is more a crime of violence and power than sex.
