It seems these days that the government can never get enough money in the budget. They have programs in triplicate and they wont raise taxes (thats a good thing by the way). What they need to do is lift the capn the fines to big corporations that dump chemicals into our oceans. That cap is very low, only a few hundred thousand a day. If they lifted that cap it would turn in to humdreds of billions a day. That will solve a budget problem. In a few months when the Big Corpredt Dumpers (Dupont cough, Raytheon cough) realize that they are losing billions of dollars a day because of their dumping they might start to do the resposible thing and deal with their poisons the legal way.
The chemicals that they dump kill the coral reef and plankton. That in turn kills the fish that live in that eccosystem and forces the fishermen to lose their jobs. That maybe a slight dramatisation but this dumping is a big problem. No one sees it or hears about it here but it is really going to start affecting our lives very soon. That plankton that is getting killed is the major produce of oxygen from CO2 in the world.

I totally agree with you. Why is the cap so low anyway?
