Police, Too much or Not Enough of Them?

Today my dad got pulled over for not turning on his headlights. This wasn't the first time my dad has been pulled over. Usually he gets pulled over for speeding tickets, even though he was only going over the speed limit by a few miles.
However, today's ecounter with the police got me thinking, why do they punish us and not the guy over there who was going over 80 miles per hour on the freeway? Are the police doing their job correctly, or are they giving out tickets just because their paychecks are based on the number of tickets they give? Or is it because we are Asian? Many of these questions go through my mind.
I told my Civics teacher once that there are too many police officers, and the whole class reacted by saying, "What do you mean!? There are not enough police!". Maybe there are enough police officers out there, just not enough decent ones who actually do their job correctly.
Without police officers though, we don't feel safe. Yet at the same time, with police officers around we feel apprehensive. Are they not supposed to keep us safe, or are they there to regulate us?
When it comes to all the DUIs and amber alerts, are police officers really on the lookout? Are any of you skeptical about the police and their duties? I really don't know what to think of them anymore. Policemen to me have become way too overbearing and more powerful than they should be.

I believe that, the police do their job to a certain extent. I believe they should focus on more important things, but then again, a bad accident can be cause by someone slightly speeding. Something I disagree with is, these traffic lights they have that, if you run them it takes a picture and they send you a ticket in the mail immediately. I feel that police officers should be doing that job, why should a camera do it. There are other circumstances that can be discussed if it is an actual officer doing their job. I'm kind of torn on this one, because I believe the ones getting out there and doing stuff are doing well, but it's the ones that are to lazy to do their job that concern me.
